Asmat Ali and San Mamood were arrested by cid teams on Sunday night.
Asmat Ali is the former president of Bajanpathar Panchayat while San Mamood is the president of San Mamud Sanwa Panchayat.
It may be recalled that the police had identified six accused in connection with the upsandi.
